Arizona is now a Lienholding StateAs of January 1, 2003 lienholders on Arizona titles will now hold the title until the lien is satisfied. When a title is transferred to a new owner with a new lien, the title will be mailed to the lienholder. In some instances, there might be an electronic lienholder and the title will be held in the MVD computer until the lienholder notifies MVD that the lien has been paid-off. MVD would then print and mail the title to the owner upon receiving the lien release. In the event that a duplicate title is issued from a title created from previous year that still has a lien in effect, the title will need to be mailed to the lienholder unless the customer has the lien release in-hand.
